Kamrup district took a step toward improved governance on Wednesday as the District Development Committee (DDC) convened its monthly review meeting. The session, held at the Integrated Deputy Commissioner’s Office in Amingaon, was chaired by District Development Commissioner (DDC) Sushanta Kumar Dutta.
The meeting focused on evaluating the progress of key government welfare schemes and ongoing infrastructure projects. Officials from various departments presented updates and identified bottlenecks in execution.
Health, Education, and Rural Development in Focus
Among the key sectors reviewed were health, education, rural development, agriculture, and women and child welfare. Also, DDC Dutta emphasized the importance of ensuring that central and state-sponsored schemes are executed on time and benefit the targeted beneficiaries.
Healthcare Delivery Reviewed
Progress under the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) was evaluated. Officials were directed to expedite the issuance of health cards and ensure more people avail of cashless health services.
The district medical officer informed that awareness drives in remote areas were underway to improve scheme uptake.
Education Schemes Monitored
Performance of schools under the Samagra Shiksha Abhiyan was discussed. Further, the DDC urged the Education Department to improve learning outcomes and infrastructure, especially in rural schools.
Dutta asked for close monitoring of mid-day meal distribution and attendance to prevent dropouts. Moreover, officials also discussed the CM Free Uniform and Textbook Scheme, ensuring timely delivery before the new academic session.
Infrastructure Projects and MGNREGA Status
Key infrastructure projects such as road connectivity under PMGSY and housing under Pradhan Mantri Awas Yojana – Gramin (PMAY-G) were discussed at length. Officials provided updates on roadwork completion timelines, bridge constructions, and delays due to weather or resource shortages.
The MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) job cards and wage payments were also reviewed. The DDC stressed the need for transparency in job allotment and timely payments.
Block development officers were instructed to update job card databases. Lastly, ensure active participation of beneficiaries.
Women and Child Development Updates
The Poshan Abhiyaan and Mission Shakti initiatives were highlighted. ICDS officials presented data on nutritional outcomes and Anganwadi coverage. The DDC asked departments to identify malnourished children and mothers for targeted support.
Additionally, he also called for collaboration between the Health and Social Welfare Departments to ensure convergence of services for mothers and children.
Officials Directed to Remove Bottlenecks
DDC Dutta expressed satisfaction with some areas but flagged issues in others, including delayed beneficiary verification and fund utilization. Also, emphasized that project timelines should be respected and bureaucratic delays avoided.
“All departments must work in sync. The aim is simple—deliver the benefits to people without delay,” Dutta said.
Officials were instructed to submit progress reports weekly and update the district portal for better public accessibility and transparency.
Emphasis on Digital Governance and Monitoring
The DDC encouraged all departments to adopt digital platforms for scheme tracking and beneficiary services. Also, the Assam Right to Public Services (ARTPS) portal and DBT (Direct Benefit Transfer) systems were reviewed to ensure benefits reach the rightful recipients.
Community Feedback to Be Included
The district administration also plans to hold Janata Darbars at block levels for direct interaction with citizens. Perhaps, this will help gather feedback on the effectiveness of schemes and bring in greater accountability.
