Supreme Court Takes Steps to Address Law and Order Situation in Manipur

In a significant development, the Supreme Court of India has intervened to ensure that the political executive does not turn a blind eye to the law and order situation in Manipur. The court has directed the state government to submit a fresh status report on the measures taken for security, relief, and rehabilitation of the violence-affected people.

A bench headed by Chief Justice D Y Chandrachud clarified that it would not address the legal issues arising from the Manipur High Court’s decision on granting reservation to the majority Meitei community. The pleas challenging the order are pending before a larger division bench of the high court.

Acknowledging that law and order is a state subject, the Supreme Court emphasized its role in ensuring that the political executive takes necessary action. The bench, also comprising Justices P S Narasimha and J B Pardiwala, expressed its commitment to prevent a blind eye being turned towards the situation.

The Supreme Court took note of the security concerns raised by the Kuki and other tribal communities in Manipur. In response, it directed the chief secretary and his security advisor to assess the situation and take appropriate steps to ensure peace and tranquility in the affected villages.

Regarding the reservation issue, the court allowed the tribals to approach the division bench of the Manipur High Court with their grievances. This decision provides them with a legal avenue to address their concerns.

Additionally, the court instructed the state government to provide a fresh status report on the relief, security, and rehabilitation measures undertaken to assist those affected by the violence. The government’s previous report stated that over 46,000 people had been rescued, with more than 3,000 stranded individuals being airlifted to enable them to leave the state.

The clashes between the tribals residing in the Manipur hills and the majority Meitei community in the Imphal Valley have resulted in over 50 fatalities. The violence stems from the Meitei community’s demand for Scheduled Tribe (ST) status.

Earlier, the Supreme Court had expressed concern over the extensive loss of life and property in Manipur. It urged the central government and the state government to intensify their relief and rehabilitation efforts for the victims of ethnic violence. The court also emphasized the need to protect places of worship, many of which were targeted during the unrest.

With its recent directives, the Supreme Court has taken a proactive stance in addressing the law and order situation in Manipur. By demanding accountability from the government and advocating for the protection of affected communities, the court aims to restore peace and ensure the well-being of the people in the state.
