Union Minister Jyotiraditya Scindia and Assam Chief Minister Himanta Biswa Sarma launched the Assam growth agenda with a sharp focus on infrastructure and investment. Their joint initiative outlines five targeted goals to unlock Assam’s economic potential and strengthen its regional influence in Northeast India.
This plan blends central resources with state-level execution, aiming to create a connected, investment-ready, and future-forward Assam.
1. Assam Growth Agenda Starts with Air Connectivity Expansion
Scindia confirmed that Assam will receive expanded air services under the UDAN scheme. The Lokpriya Gopinath Bordoloi International Airport in Guwahati will get new terminals, while airports in Tezpur, Jorhat, and Silchar will be modernized. Drone corridors for agriculture and cargo will also be introduced.
Himanta Biswa Sarma highlighted that these improvements will increase tourist traffic and business mobility. More importantly, they will link Assam with the rest of India and Southeast Asia.

2. Developing Logistics Parks for Assam’s Economic Growth
The second goal of the Assam growth agenda focuses on logistics and industrial development. Both leaders agreed to fast-track multi-modal logistics parks at Jogighopa and Silchar. These hubs will improve cargo handling and open new trade routes with neighboring countries.
Sarma mentioned that industrial corridors will attract manufacturing units, reduce costs, and create employment—especially in border districts.
3. Smart Cities and Infrastructure Upgrades Under Assam Growth Agenda
The plan also covers urban transformation. Dibrugarh, Silchar, and Bongaigaon will undergo smart city upgrades. These include solar-powered transport, efficient waste management, digital public services, and better road networks.
Scindia said that smart infrastructure will elevate urban living while attracting startups and green technology firms.
4. Tourism and Heritage Promotion as a Core Development Strategy
Tourism ranks high in the Assam growth agenda. The government will revamp circuits around Kaziranga, Majuli, and the Brahmaputra River. Tax incentives will encourage private players to build resorts, river cruises, and eco-tourism centers.

Himanta noted that heritage sites and tribal cultures will get a facelift. This will preserve Assam’s identity while creating income sources for local communities.
5. Business Reforms to Make Assam Investment-Ready
The fifth goal of the Assam growth agenda centers on improving ease of doing business. A new industrial policy will offer single-window clearances and faster permits. A dedicated task force will assist investors in real time.
Target sectors include agro-processing, bamboo, handlooms, IT, and logistics. Scindia emphasized that streamlined policies would make Assam one of the most business-friendly states in the Northeast.
Scindia and Himanta’s Unified Vision for Assam’s Growth
The Assam growth agenda is more than a development blueprint. It represents a bold political and administrative alignment between the Centre and the state. Scindia stated that Assam can serve as India’s gateway to Southeast Asia. Himanta echoed this, saying, “We are not just planning growth—we are preparing Assam for global relevance.”
With the right execution, this five-point plan can make Assam a central force in India’s Act East Policy and a model for Northeast development.
