The proposed legislation, officially titled the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Assam Amendment) Bill, 2026, was tabled in the Assembly by the state government. Revenue and Disaster Management Minister Keshab Mahanta said the amendment is aimed at facilitating timely execution of strategic and development-oriented projects across Assam.
The amendment seeks to exempt certain categories of projects from specific provisions of the parent law, particularly those related to mandatory Social Impact Assessment (SIA) and safeguards concerning agricultural land. According to the government, these exemptions are expected to reduce delays that often slow down major public projects.
Projects covered under the proposed amendment
The bill identifies several categories of projects that would qualify for the proposed exemptions. These include:
- National security and defence projects
- Rural infrastructure, including electrification, healthcare and education facilities
- Affordable housing and housing for economically weaker sections
- Industrial areas and industrial estates developed by the state government
- Industrial corridors
- Public-Private Partnership (PPP) infrastructure projects where land ownership remains with the state
- Planned urban development around airports and aero city projects

Focus on industrial and urban development

The revised provision would allow the government to invoke urgency powers for acquiring land needed during natural disasters or calamities declared by the state. According to the government, this change would enable quicker responses during emergencies by reducing procedural delays in acquiring land for relief, rehabilitation or essential infrastructure.
Cabinet approval preceded Assembly tabling
Before being presented in the Assembly, the proposed amendment received approval from the Assam Cabinet earlier this month. The Cabinet had cleared the proposal as part of its broader legislative agenda aimed at improving ease of doing business, strengthening infrastructure development and supporting investment across the state.
Following Cabinet approval, the amendment bill was introduced in the Assembly, where it will undergo legislative discussion before any final decision is taken.

If enacted, the amendment could significantly accelerate the implementation of infrastructure and industrial projects across Assam. Faster land acquisition may help reduce project delays, attract greater private investment and support employment generation through industrial expansion.
