Jammu & Kashmir Government Implements Harmonious Call Blocking System to Safeguard Prison Communication

In a significant move aimed at enhancing security within the prison system, the Jammu & Kashmir (J&K) government has approved the installation of towers of a harmonious call blocking system in all 14 jails across the Union Territory. The decision comes as part of a proactive strategy to prevent unauthorized communications from within the prison premises.

The project, sanctioned by the Union Territory’s Home Department, entails the deployment of a harmonious call blocking system capable of blocking 2G, 3G, and 4G signals, with future adaptability for 5G networks. The proposal carries a financial outlay of Rs 21.26 crore, with Rs 19.04 crore allocated as a one-time cost and Rs 1.76 crore as a recurring annual cost.

The primary objective of installing these towers is to restrict incoming and outgoing calls, SMS messages, and data services within the prison premises. By effectively blocking communication signals, the authorities aim to prevent prisoners from engaging in unauthorized activities, including organizing criminal operations, coordinating escapes, or communicating with criminal networks outside the prison walls.

The implementation of the harmonious call blocking system will rely on passive infrastructure providers, who will receive rent of Rs 26,000 per month per tower from each telecom service provider (TSP). Additionally, an annual maintenance charge of Rs 1 lakh per TSP per year, totaling Rs 0.56 crore, will be incurred.

By adopting this cutting-edge technology, the J&K government is taking a proactive stance in addressing the challenges posed by illicit communication within prisons. The harmonious call blocking system will serve as a vital tool in curbing criminal activities, ensuring a secure environment for both prison staff and inmates.
