Hawai (Anjaw), Arunachal Pradesh Arunachal Pradesh held its first-ever civil-military fusion meeting in Hawai, the administrative center of Anjaw district, in a first for the state.

In order to stimulate strategic and socioeconomic growth near the China border, the event was a major step toward improving coordination between the Indian Army, civil administration and other stakeholders.

Key Outcomes & Strategic Roadmap

Joint Coordination Committee proposed to institutionalize regular fusion meetings and streamline project execution .

Local procurement model: Inspired by ITBP’s Mission Himveer, Army urged to source at least 30 % of supplies locally, supporting tribal livelihoods.

Youth engagement & skill development: Proposals include CSD canteens in remote locations, vocational training drives, and awareness efforts for Agniveer recruitment 

Infrastructure & Civic Readiness Challenges

District officials, led by Deputy Commissioner Millo Kojin, underscored pressing concerns—manpower shortages in local administration, road erosion in Monpani (NH‑113), and gaps in power and banking access in areas like Walong and Kibithu .

Brig. Jaspreet Singh of the 82 Mountain Brigade advocated for enhanced tourism infrastructure in places like Walong and stressed the importance of restoring key FSB routes . 

Lt. Col. Vinay Kumar presented progress under Operation Sadbhavna, highlighting initiatives like AI/Robotics labs and healthcare camps . Captain Neeraj proposed launching a community radio station in Walong, seeking administrative support for licensing and infratructure.

Integrating Development Frameworks

The fusion meeting aligns with other civil–military coordination initiatives across Arunachal—consistent with Military–Civil Fusion Capsules held in West Siang and Shi-Yomi earlier in June 2025. These workshops have already paved the way for integrated approaches to disaster response, tourism promotion, infrastructure planning, and resource-sharing 

Connectivity & Strategic Infrastructure

This collaboration dovetails with broader infrastructure efforts like the Arunachal Frontier Highway (NH‑913), set to connect Bomdila to Vijaynagar by March 2027, enhancing all‑weather border access and troop mobility . The Trans‑Arunachal Highway and projects under Project Udayak continue to drive strategic connectivity in fringe border zones like Anjaw
