The INDIA bloc in Manipur has urged Governor Ajay Kumar Bhalla to ensure the arrest and prosecution of those responsible for the killing of three Meitei civilians in Imphal East district. The opposition alliance has also demanded stronger security arrangements and a time-bound plan to restore peace in the violence-hit state.
In a memorandum submitted to the governor, the alliance expressed concern over the deteriorating security situation following the October 19 attack in the Khongbal Sunurok Uyok hill range area. Three civilians were killed and three others were injured in the incident, which reportedly involved suspected armed militants.
The bloc described the killings as another indication of the continuing failure to ensure civilian safety. It called for immediate intervention by the state authorities and urged the government to take decisive steps to prevent further violence.
The memorandum also questioned the effectiveness of existing security arrangements, arguing that repeated attacks, abductions, arson and displacement have continued despite assurances that normalcy would return.
The alliance said the protection of lives and property must remain the government’s foremost responsibility. It stressed that public confidence could not be restored without accountability for those responsible for attacks on civilians.
Opposition Raises Concerns Over Continuing Violence
The INDIA bloc referred to the ethnic conflict that erupted in Manipur on May 3, 2023, and said residents continued to face insecurity and displacement.
The memorandum cited several incidents of violence across the state, including the killings of three Thadou missionaries near Kotlen, the Tronglaobi incident, the reported kidnapping and killing of six Naga porters at Leilon Vaiphei, and violence in Ukhrul and Kamjong districts.
It also referred to reports of killings involving Liangmai Naga people at Makui. The alliance argued that these incidents highlighted the need for a comprehensive approach to security rather than isolated responses to individual attacks.
According to the opposition leaders, recurring violence has raised serious questions about the administration’s ability to protect vulnerable communities. They called for a coordinated strategy involving the state government, security forces and relevant central authorities.
The bloc further argued that assurances of peace must be supported by measurable action on the ground.
Four Key Demands in Memorandum to Governor
The INDIA bloc outlined several demands aimed at addressing the immediate security crisis and establishing conditions for lasting peace.
Its principal demands include:
- Immediate arrests: Identify, arrest and prosecute those responsible for the October 19 killings.
- Stronger civilian protection: Improve security arrangements in vulnerable areas and protect residents from further attacks.
- Enforce Suspension of Operations ground rules: Ensure impartial enforcement of the rules governing armed groups operating under the Suspension of Operations (SoO) framework.
- Restore peace within a fixed timeframe: Prepare a clear plan to bring normalcy back to the state, with transparent monitoring and accountability.
The alliance also called for effective monitoring of designated camps to ensure that armed cadres remain within permitted locations. It urged authorities to prevent the misuse of weapons and investigate alleged violations of the SoO ground rules.
These demands reflect the opposition’s position that security arrangements must be enforced consistently, regardless of the groups or individuals involved.
Calls for Rehabilitation of Displaced Families
Beyond immediate law-and-order measures, the INDIA bloc stressed the need to address the continuing humanitarian consequences of the conflict.
The memorandum called for a comprehensive rehabilitation and resettlement plan for displaced people. It also urged the government to protect vulnerable communities and facilitate the safe return of affected families to their homes when conditions permit.
Thousands of residents have faced displacement and prolonged uncertainty since the conflict began in 2023. For many families, restoring normal life requires more than an end to active violence. They also need secure housing, access to essential services and confidence that they can return without fear.
The alliance called for regular progress reports and transparent accountability mechanisms. It said the government should demonstrate how its commitments are being implemented rather than relying solely on public assurances.
The opposition also urged the governor to intervene within the constitutional framework to ensure that the demands receive serious consideration.
INDIA Bloc Leaders Meet Bereaved Families
The opposition alliance’s intervention followed its visit to the families of the three civilians killed in the latest attack.
On October 21, a delegation comprising Congress leaders and representatives of other INDIA bloc parties visited the affected area and met the bereaved families. The leaders condemned the killings and demanded accountability.
The delegation included Manipur Congress president Okram Ibobi Singh and Congress Legislature Party leader K. Meghachandra Singh, among others.
The bloc questioned how repeated attacks could continue despite the security arrangements in place. It also called for a thorough investigation into possible violations of the rules governing armed groups.
The visit was intended to express solidarity with the affected families and highlight the need for urgent government action. The leaders maintained that condolences alone could not replace effective governance, justice and protection for civilians.
Fresh Pressure on Government to Restore Normalcy
The latest demands have added pressure on Manipur’s political leadership to respond to public anger over the killings.
The incident has triggered protests and shutdown calls, disrupting normal life in parts of the state. Residents and civil society organisations have demanded justice for the victims and stronger protection against further attacks.
The state government faces the challenge of addressing immediate security concerns while rebuilding trust among communities affected by the prolonged conflict.
A credible response will require a thorough investigation, lawful action against those found responsible and effective security arrangements in vulnerable areas. At the same time, authorities will need to address displacement and create conditions for affected families to return safely.
The INDIA bloc has urged Governor Ajay Kumar Bhalla to ensure that the demands are acted upon without delay. It has called for a clear timeline and regular updates so that the public can assess progress.
As Manipur continues to grapple with violence and insecurity, the central question remains whether the authorities can translate assurances into tangible improvements. For residents who have endured years of conflict, the restoration of peace will depend on accountability, civilian protection and sustained efforts to rebuild normal life.
