Power Boost: Arunachal’s ₹6,519 Cr Reform Plan

Itanagar, July 30, 2025: In a game-changing move, the Government of Arunachal Pradesh has rolled out an ambitious ₹6,519 crore reform initiative to overhaul its power sector. The sweeping reforms aim to upgrade electricity infrastructure, curb energy transmission losses, and provide reliable, 24×7 power supply across the state. Chief Minister Pema Khandu described the plan as a crucial milestone toward energy sustainability and economic empowerment.

The Need for Power Sector Reform in Arunachal

Arunachal Pradesh, despite being rich in hydroelectric potential, has long suffered from unreliable power supply, outdated infrastructure, and high distribution losses. Rural regions face frequent blackouts, while urban areas deal with inconsistent voltage and service interruptions. This has negatively impacted the growth of local industries, education, healthcare, and digital connectivity.

Studies by the Central Electricity Authority (CEA) revealed that Arunachal’s power distribution losses exceed the national average. These technical and commercial losses amount to millions in annual revenue drain. The ₹6,519 crore plan intends to reverse this trend through structural, technological, and administrative reforms.

What the ₹6,519 Crore Reform Plan Includes

The newly launched power reform plan encompasses multiple pillars of development:

  • Modernization of Transmission Lines: Over 5,000 km of aged transmission lines will be replaced with high-capacity, low-loss infrastructure.
  • Smart Metering: The government plans to install smart meters in all districts to reduce billing errors and improve revenue collection.
  • Rural Electrification: 1,200 remote villages will be connected to the grid with micro-hydel and solar hybrid systems.
  • Capacity Building: Training of 5,000 engineers and technicians for technical and managerial efficiency in the power sector.
  • Hydro Project Revamp: Completion and modernization of 13 stalled mini-hydel power projects.

Funding and Implementation Strategy

The project will be jointly funded by the Union Ministry of Power, Asian Development Bank (ADB), and World Bank. Arunachal Pradesh Power Department will lead the implementation, in collaboration with central agencies and private contractors. The reforms are slated to be completed over a five-year period, from 2025 to 2030.

According to state Power Minister Bamang Felix, “This plan marks the beginning of a power revolution. By focusing on both generation and distribution, we will ensure every citizen has access to uninterrupted, affordable electricity.”

Challenges Facing Power Sector in Arunachal

Several structural barriers have held back power development in the state:

  • Rugged Terrain: The state’s mountainous topography makes power line construction expensive and technically challenging.
  • Low Demand Density: Scattered settlements reduce the cost-efficiency of long-distance transmission.
  • Poor Maintenance: Existing infrastructure often breaks down due to lack of maintenance and manpower.
  • Policy Bottlenecks: Delays in clearances and land acquisition slow down project execution.

To address these, the reform plan includes a policy overhaul with a single-window clearance system, GIS-based land mapping, and stronger coordination between departments.

Positive Economic and Social Impact Expected

Experts believe that the power reforms will spur significant economic and social progress. Reliable electricity will promote MSMEs, boost tourism infrastructure, support modern agriculture, and facilitate online education. Electrification of border and tribal areas will also enhance national security and administrative efficiency.

“When a remote village gets power, it gets hope,” said a senior official from the Power Grid Corporation. “These reforms can bridge the development gap between the Northeast and the rest of India.”

Digital Tools and Monitoring

The project will rely heavily on digital monitoring. Key elements include:

  • Online Dashboards: Real-time progress reports for citizens and officials.
  • Energy Analytics: Use of AI and big data to detect losses and optimize supply.
  • Mobile Apps: Consumer portals for billing, outage reporting, and service feedback.

Arunachal will be one of the first northeastern states to fully digitize its power sector operations, which is expected to increase transparency and cut corruption.

Public Reactions and Political Response

The announcement was met with widespread praise from the public, industry stakeholders, and political analysts. Opposition parties, while broadly supportive, cautioned against delays and urged transparency in contract allotment and spending.

Chief Minister Khandu addressed these concerns by stating, “This is not just a government project. It is Arunachal’s collective dream. We invite public participation and oversight at every stage.”
