Shukla replaced Jishnu Dev Varma, who moved to Maharashtra following a reshuffle of governors.
Before moving to Telangana, Shukla served as Governor of Himachal Pradesh. He has also held elected office and served as a Union minister.
His appointment made him the fourth Governor of Telangana since the state was formed in 2014.

On September 14, Shukla met Prince Rahim Aga Khan V at Lok Bhavan in Hyderabad.
