The Nyishi Elite Society (NES), the apex body representing the largest indigenous tribe in Arunachal Pradesh, has issued a stern one-month ultimatum to the state government to fulfill a list of ten key demands. In a recent press briefing, NES warned that failure to act within the stipulated time would lead to widespread mass agitation across the state, potentially sparking major protests in tribal-dominated areas.
This strong move reflects rising discontent among the Nyishi community over what they describe as long-standing negligence and unfulfilled promises affecting their rights, development, and cultural recognition.

The 10 Demands by the Nyishi Elite Society
The ten-point charter submitted by the Nyishi Elite Society highlights a mix of administrative, cultural, and political concerns. The key demands include:
- Creation of Lower Nyishi Autonomous Council: NES is demanding a separate autonomous council for effective governance and community development.
- Immediate resolution of the Arunachal Pradesh Public Service Commission (APPSC) scam: They are urging a time-bound and transparent investigation into the recruitment scam to deliver justice.
- Constitution of a Nyishi Welfare Board: The tribe seeks a dedicated welfare board focused on their socioeconomic progress.
- Inclusion of the Nyishi language in the Eighth Schedule of the Constitution: NES wants the official recognition of their language to preserve their rich cultural identity.
- Reservation in the state legislative assembly and government jobs: The Nyishi community is demanding increased representation based on population and historical marginalization.
- Stricter implementation of the Inner Line Permit (ILP) system: NES wants better enforcement to protect the demographic balance and indigenous rights.
- Fast-tracking of infrastructure projects in Nyishi-inhabited areas: This includes roads, schools, hospitals, and other public utilities.
- Establishment of a Nyishi Cultural Centre: The community demands a dedicated space to preserve their oral traditions, folklore, and heritage.
- Clear policy on land and forest rights: NES insists on tribal ownership and protection of ancestral land under customary laws.
- Withdrawal of politically motivated cases against Nyishi youths and activists: They seek immediate relief for community members allegedly targeted for their activism.

NES Warns of Statewide Protest if Demands Are Ignored
Addressing the media, NES President Bengia Tolum made it clear that the community’s patience is wearing thin. He said, “If the government does not act within 30 days, we will launch a democratic mass agitation throughout the Nyishi belt. This may include protest marches, sit-ins, and non-cooperation with state authorities.”
The NES also claimed to have support from more than 100 student, youth, and grassroots organizations. With over six lakh Nyishis living in districts such as Papum Pare, Kurung Kumey, East Kameng, and Lower Subansiri, the movement holds significant ground-level support.
Mixed Reactions from the Public and Political Circles
So far, the Arunachal Pradesh government has not issued an official response. However, sources indicate that backdoor communications with NES leaders are ongoing to avoid potential unrest. Political analysts have termed this ultimatum a serious test for the current administration’s relationship with tribal communities.
While many citizens and civil society organizations support the NES on issues like cultural preservation and justice for the APPSC scam victims, they also urge both sides to resolve matters peacefully to maintain harmony in the state.
The ultimatum from the Nyishi Elite Society marks a critical moment in Arunachal Pradesh’s political landscape. The demands touch on deeply rooted issues of identity, justice, and representation. If the state government does not act swiftly and sensitively, the region may witness widespread protests, affecting daily life and governance. All eyes are now on the government’s next move.
