Manipur Cabinet decisions taken on August 28 have cleared a package of legislative and administrative reforms ahead of the upcoming Assembly session, including three Bills, new public service delivery rules and a special police recruitment scheme for meritorious sportspersons. The measures were approved at a meeting chaired by Chief Minister Yumnam Khemchand Singh at the Chief Minister’s Secretariat in Babupara.
The decisions come ahead of the eighth session of the 12th Manipur Legislative Assembly, which is scheduled to begin on September 2. The government has focused on revenue measures, urban planning, digital public services and employment opportunities for talented athletes.
Manipur Cabinet clears three key Bills
The Manipur Cabinet approved three Bills for introduction in the forthcoming Assembly session.
The first is the Manipur Goods and Services Tax (10th Amendment) Bill, 2026. The proposed legislation is part of the state’s efforts to update its taxation framework.
The second measure is the Sixth Amendment to the Manipur Town and Country Planning Act, 1975. The amendment seeks to permit construction activities during the period when a Master Plan is being prepared. The government has linked the move with deregulation and Ease of Doing Business initiatives.
The third is the Indian Stamp (Manipur Amendment) Bill, 2026. It proposes changes to stamp duty rates that have remained unchanged for decades. The government expects the revision to increase revenue for the state.
Together, the Bills cover taxation, urban development and revenue generation. Their approval at the Cabinet level clears the way for their consideration by legislators during the Assembly session.
Public service delivery gets digital push
Another major decision concerns the Draft Manipur Public Services Delivery Guarantee Rules, 2026. The proposed framework is aimed at making government service delivery more transparent, trackable and time-bound.
Under the proposed rules, citizens would be able to submit applications for government services online and track their progress digitally. The system would also include automatic appeals and escalation when applications are not processed within the prescribed period.
A State Dashboard is proposed for real-time monitoring of service delivery. Delayed applications would be automatically flagged for action, creating a mechanism for departments to monitor pending cases and improve accountability.
The reform could make it easier for citizens to follow applications without repeatedly visiting government offices. It also places greater emphasis on monitoring delays and ensuring that services are delivered within defined timelines.
Sports recruitment scheme gets approval
The Manipur Cabinet also gave in-principle approval to the Manipur Police Special Recruitment Scheme for Meritorious Sportspersons, 2026.
The scheme will provide a structured route for recruiting, developing, retaining and deploying meritorious sportspersons in the police force. Recruitment will take place against the existing five per cent reservation for sportspersons in direct recruitment to Group C and Group D posts under the state government.
According to the approved framework, a High-Level Assessment Committee headed by the Chief Secretary will assess requirements across sporting disciplines and recommend recruitment proposals. Special recruitment drives will then be held through a transparent selection process.
The priority disciplines include weightlifting, boxing, hockey, judo, taekwondo, fencing, cycling, archery, football, sepak takraw, wushu, canoeing and kayaking or rowing, diving, gymnastics and athletics.
The scheme also aims to strengthen Manipur Police sports teams and state contingents competing at national and international events. Selected sportspersons may be attached to designated police units or battalions to support coaching, training and competition preparation. A redeployment mechanism is also proposed to protect the promotional avenues of regular police personnel while offering athletes long-term career opportunities.
Wider welfare measures approved
The Manipur Cabinet meeting also approved the Women Empowerment (WE)-Manipur Scheme. The programme is expected to benefit about 3.5 lakh women belonging to recognised Self-Help Groups across the state.
Under the scheme, eligible beneficiaries will receive a direct grant of Rs 10,000 in the first year. Interest-free loans are planned for the second and third years, creating a three-year financial support mechanism for participating women.
The latest decisions reflect a broad policy push covering legislation, public administration, sports recruitment and social welfare. With the Assembly session approaching, the government’s focus will now shift towards legislative consideration and implementation of the approved measures.
The Manipur Cabinet package is significant because it combines immediate administrative reforms with longer-term changes in taxation, urban planning, public service delivery and sports employment. The effectiveness of these decisions will depend on how quickly the proposed rules, schemes and legislative measures are implemented after the Assembly session.
