The Neelam Tebi war memorial in Arunachal Pradesh is being developed to honour an unsung hero of the 1962 India-China War and recognise the sacrifices of soldiers who defended the country’s frontiers. The state government has allocated Rs 5 crore for the first phase of the project, which is planned across approximately 45,000 square metres in Neelam village, now in Keyi Panyor district.

The memorial honours Rifleman Neelam Tebi of the 5 Assam Rifles, who was killed in action during the 1962 conflict. On October 20, 2026, the 64th anniversary of his death, military personnel and local representatives gathered at the site to pay tribute to the fallen soldier.

Neelam Tebi’s sacrifice during the 1962 war

Neelam Tebi belonged to Nyelam village in the region now associated with Keyi Panyor district. He joined the 5 Assam Rifles and served during the India-China War of 1962, when Chinese forces launched attacks along India’s Himalayan frontier.

Tebi was deployed in the Kameng sector, with accounts of his service linking his final battle to the Kinjamani post in the Tawang sector. He died on October 20, 1962, while defending his position against advancing Chinese troops.

Historical accounts describe how he continued fighting despite being seriously wounded. His determination and commitment to duty became an important part of the story that local researchers and military authorities later worked to document.

For decades, Tebi’s sacrifice received limited public recognition in his home state. Efforts to establish his military record and bring his story to wider attention eventually helped pave the way for the memorial project.

Rs 5 crore allocated for the memorial project

The Arunachal Pradesh government sanctioned Rs 5 crore for the first phase of the memorial’s construction. The project is being implemented by the Hydropower Development Corporation of Arunachal Pradesh Limited (HPDCAPL), which has been involved in planning and executing the development work.

The foundation stone was laid on October 20, 2023, by state Education Minister Taba Tedir at Neelam village. The ceremony was attended by military representatives, government officials, public leaders and members of the local community.

The project is designed to create a dedicated space for remembrance, historical awareness and public engagement. Its planned features include a martyr cenotaph, a wall of fame, a museum-cum-armoury hall and a statue of Tebi.

Other proposed facilities include an entrance gate, an approach road, landscaped areas, viewpoints, a cafeteria, parking facilities, a walkway bridge and an artificial pond with fountains.

The project was originally planned for implementation in three phases. Later phases were expected to include an armoured tank and a helicopter sourced through the armed forces. The final status and completion timeline of every component should be confirmed through updated official information.

Local community plays a key role

Residents of Nyelam village have made a significant contribution by donating land for the memorial. The community’s involvement reflects local efforts to ensure that Tebi’s sacrifice is recognised and preserved for future generations.

The Neelam Welfare Society has also supported the initiative, working alongside government representatives and military authorities during the planning process.

The memorial is intended to recognise not only Tebi but also other soldiers who lost their lives defending India’s territorial integrity during the 1962 war. Officials and military representatives have described the project as a way to preserve their legacy and inspire younger generations.

Memorial marks a wider effort to preserve military history

The development of the Neelam Tebi war memorial forms part of a broader effort to document the contributions of lesser-known military personnel from Arunachal Pradesh.

In 2021, efforts to recover the soldier’s story gained momentum under the Azadi Ka Amrit Mahotsav initiative. Researchers and officials worked with military authorities to verify his service history. In 2022, documents, including enlistment records and a death report, were obtained from the Directorate General of Assam Rifles headquarters in Shillong.

These records helped establish a stronger historical basis for recognising Tebi’s sacrifice and developing the memorial in his home region.

Arunachal Pradesh has several important sites associated with the 1962 conflict, including memorials at Tawang and Walong. The new memorial at Neelam is expected to complement these locations by bringing attention to another chapter of the state’s wartime history.

A lasting tribute for future generations

The Neelam Tebi war memorial represents more than a public construction project. It is an effort to ensure that a soldier whose sacrifice remained relatively unknown for decades receives lasting recognition.

With Rs 5 crore committed for the first phase and land donated by the local community, the project brings together public funding, military history and local participation. Once fully developed, it is expected to serve as a place of remembrance and an educational destination for visitors interested in India’s border history.

The memorial’s long-term significance will depend on the completion of its planned facilities, the preservation of reliable historical records and continued public engagement. By keeping Neelam Tebi’s story alive, Arunachal Pradesh aims to honour his courage and help future generations understand the sacrifices made during the 1962 India-China War.
