Assam is set to strengthen employment opportunities for its youth through a new Skill India International Centre (SIIC). The centre will provide industry-oriented training and internationally recognised certifications to help young people access employment opportunities abroad.
The Union Ministry of Skill Development and Entrepreneurship (MSDE) and the Assam government exchanged a Memorandum of Understanding (MoU) on November 2 to establish the centre. The announcement came during the Northeast Tourism and Hospitality Skill Conclave 2026 in Guwahati.
The initiative aims to connect Assam’s young workforce with the changing requirements of international industries. It will also strengthen the state’s skill development ecosystem through better training infrastructure and industry partnerships.
The proposed centre will focus on preparing candidates for overseas employment by developing skills that meet international standards. Tourism and hospitality will receive particular attention because of the growing demand for trained professionals in these sectors.
Tourism and Hospitality Identified as Key Employment Sectors
The conclave brought together representatives from the Central and Assam governments, industry organisations and skill development institutions. Participants discussed ways to expand international employment opportunities for young people across the Northeast.
Tourism and hospitality emerged as important sectors for future employment. The Northeast has considerable potential in these industries because of its natural beauty, cultural diversity and growing tourism sector.
However, the industry requires trained professionals who can meet international service standards. Therefore, discussions focused on aligning training programmes with the expectations of employers in domestic and overseas markets.
Union Minister of State (Independent Charge) for Skill Development and Entrepreneurship Jayant Chaudhary highlighted the need to modernise India’s skill development system.
He said the government wanted to transform Industrial Training Institutes (ITIs) into modern, industry-responsive institutions. These institutions should prepare young people for emerging opportunities in the global economy.
Chaudhary also emphasised that young people from the Northeast should have access to employment opportunities beyond their home states.
Assam Government Emphasises Industry-Relevant Training
Assam Skill, Employment and Entrepreneurship Minister Biswajit Daimary stressed the importance of equipping young people with practical and industry-relevant skills.
He highlighted the employment potential of tourism and hospitality across Assam and the wider Northeast. He also called for stronger cooperation between government departments, industries and training institutions.
According to Daimary, young people need the right skills, exposure and opportunities to participate in the emerging global economy.
The proposed centre is expected to support this objective by connecting skill development with actual industry requirements. It will also help candidates explore structured pathways towards international employment.
The government aims to ensure that skill development programmes lead to meaningful employment and entrepreneurship opportunities.
PM-SETU Initiative to Strengthen ITIs
Alongside the Skill India International Centre, the programme announced another important development under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme.
Letters of Intent were exchanged for two ITI clusters in Jorhat and Tinsukia. Numaligarh Refinery Limited (NRL) will support the Jorhat cluster, while Oil India Limited (OIL) will support the Tinsukia cluster.
The partnerships aim to increase industry participation in vocational education and training. They will also help align institutional training with the changing needs of employers.
Through PM-SETU, the government seeks to transform ITIs into modern training centres. Industry participation will play an important role in improving the quality and relevance of vocational education.
The programme also discussed international mobility and WorldSkills as possible routes for expanding career opportunities among Northeast youth.
Assam Presents CM FLIGHT Scheme and Global Skill Centre Vision
The Assam government also presented its Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT) scheme during the programme.
The initiative aims to prepare young people for skilled employment in foreign countries through foreign-language training and other relevant support. The state had notified the scheme in July 2025.
Additionally, the government presented its vision for a Global Skill Centre. This reflects Assam’s broader efforts to strengthen its training infrastructure and connect its workforce with international employment markets.
The proposed Skill India International Centre will add another institutional pathway to these efforts.
A New Opportunity for Northeast Youth
The establishment of the Skill India International Centre could create new opportunities for young people in Assam and neighbouring northeastern states. It reflects a growing focus on linking vocational training with international workforce requirements.
However, the success of the initiative will depend on effective implementation, quality training and strong connections with overseas employers.
Recognised certifications and industry-oriented skills can help candidates improve their employment prospects. At the same time, structured training and international mobility support will remain essential.
With the new MoU and the PM-SETU partnerships, Assam is taking steps to strengthen its skill development ecosystem. The initiatives aim to prepare its youth not only for employment within India but also for opportunities across the world.
