Himanta hails Hagrama Mohilary-led BTC on completing one year, highlights ‘triple-engine' development

Assam Chief Minister Himanta Biswa Sarma has congratulated the Hagrama Mohilary-led Bodoland Territorial Council (BTC) on completing one year in office, highlighting the development initiatives being carried out through coordination between the Centre, the Assam government and the BTC administration.

Sarma described the cooperation between New Delhi, Dispur and Kokrajhar as a “triple-engine” model of governance. He said the coordination between the three levels of government was helping accelerate development across the Bodoland Territorial Region (BTR).

The first anniversary of the current BTC administration comes at a significant time for the region, with development, infrastructure, welfare delivery and implementation of the Bodo Peace Accord remaining key priorities.

‘Triple-Engine’ Model Driving Development

Sarma said the governments at the Centre, in Assam and in the BTR were working together to take development initiatives forward. According to him, this coordination has created a stronger framework for implementing projects and welfare schemes in the region.

The BTR comprises four districts — Kokrajhar, Chirang, Baksa and Udalguri — and is administered by the BTC. The council plays an important role in local governance and development across the region.

The Assam Chief Minister’s remarks underline the importance being placed on cooperation between different levels of administration. The government has presented this coordination as a means of ensuring that development programmes reach communities across the BTR.

Hagrama Mohilary Leads BTC Administration

The current BTC administration is headed by Hagrama Mohilary, leader of the Bodoland People’s Front (BPF). The BPF won 28 of the 40 seats in the BTC elections held in September 2025, while the BJP secured five seats.

Mohilary subsequently took charge as the Chief Executive Member of the BTC in October 2025. His administration has since focused on development and governance across the four districts under the council.

The completion of one year in office has provided an opportunity for both the BTC and the Assam government to highlight initiatives undertaken during the period.

Focus on Bodo Peace Accord

Implementation of the Bodo Peace Accord has also remained an important part of the government’s approach towards the region. Sarma said the government was committed to implementing the provisions of the agreement and maintaining peace and stability in the BTR.

The accord is considered an important framework for addressing long-standing issues in the Bodoland region. The government has linked its implementation with development and improved opportunities for people living in the area.

Sarma has repeatedly emphasised that peace and development need to progress together to create sustainable growth in the region.

Welfare Schemes Reach the BTR

The Assam government has also highlighted the implementation of several welfare programmes in the BTR. These include Orunodoi, the Chief Minister’s Atmanirbhar Asom Abhiyan, the Mukhyamantri Mahila Udyamita Abhiyan and free ration distribution.

These schemes cover areas such as financial assistance, entrepreneurship, women’s economic participation and food security. Their implementation across the BTR is being positioned as part of the government’s effort to extend welfare support to people across the region.

The focus on welfare is accompanied by efforts to strengthen infrastructure and improve connectivity.

Rs 1,000 Crore Road Infrastructure Package

Road infrastructure has emerged as another major area of focus. The Assam government has approved a special package of Rs 1,000 crore for road infrastructure in the BTR.

Improved roads are expected to strengthen connectivity between different parts of the region while supporting trade, transportation and access to essential services. Better connectivity could also contribute to wider economic opportunities for communities in the four BTR districts.

The government has additionally spoken about developing the region as a manufacturing and logistics hub, linking infrastructure development with economic activity and employment.

Development Remains Key Focus

The completion of one year by the Hagrama Mohilary-led BTC has been marked by an emphasis on development, welfare, infrastructure and peace.

Sarma’s “triple-engine” reference highlights the coordination between the Centre, Assam government and BTC administration. The state government has presented this cooperation as an important mechanism for accelerating development across the BTR.

As the BTC enters its second year under Mohilary’s leadership, implementation of the Bodo Peace Accord, road infrastructure, welfare delivery and economic development are expected to remain central to the administration’s agenda.
