The Manipur Cabinet has approved a series of major legislative, administrative and recruitment measures aimed at strengthening governance, improving public service delivery and creating opportunities for meritorious sportspersons in the state.
The decisions were taken at a Cabinet meeting chaired by Chief Minister Yumnam Khemchand Singh at the Chief Minister’s Secretariat in Babupara on August 28, ahead of the upcoming Manipur Assembly session scheduled to begin on September 2.
Three Bills Cleared for Upcoming Assembly Session
The Cabinet approved three Bills for introduction in the forthcoming Assembly session. The legislative measures cover taxation, town and country planning and stamp duty.
The first is the Manipur Goods and Services Tax (10th Amendment) Bill, 2026, which will seek to amend the existing state GST framework.
The Cabinet also cleared the Sixth Amendment to the Manipur Town and Country Planning Act, 1975. The proposed amendment is intended to allow construction activities during the period in which a Master Plan is being prepared. The move is aimed at reducing regulatory delays and supporting ease of doing business in the state.
The third legislative measure is the Indian Stamp (Manipur Amendment) Bill, 2026. The proposed amendment seeks to revise stamp duty rates that have remained unchanged for several years and is expected to help strengthen the state’s revenue mobilisation.
Public Service Delivery Rules to Bring Greater Accountability
A significant administrative decision was the Cabinet’s approval of the Draft Manipur Public Services Delivery Guarantee Rule, 2026.
The proposed framework is designed to make the delivery of government services more transparent, time-bound and accountable. It will provide citizens with facilities for online submission, processing and tracking of applications.
The system is also expected to introduce auto-appeal and auto-escalation mechanisms for delayed cases. A State Dashboard will facilitate real-time monitoring, while delayed applications can be automatically flagged for further action.
The reforms are intended to reduce delays in government services and improve the ability of citizens to track applications without having to depend entirely on manual processes.
Special Police Recruitment Scheme for Sportspersons
The Cabinet also gave in-principle approval to the Manipur Police Special Recruitment Scheme for Meritorious Sportspersons, 2026.
The scheme will provide a structured mechanism for recruiting meritorious athletes under the existing 5 per cent reservation for sportspersons in direct recruitment to Group C and Group D posts under the Manipur Police.
A High-Level Assessment Committee headed by the Chief Secretary will assess requirements across sporting disciplines and recommend recruitment proposals. Special recruitment drives will then be conducted through a transparent assessment process.
Focus on Strengthening Manipur’s Sporting Talent
The police recruitment scheme identifies several priority disciplines with strong medal-winning potential. These include weightlifting, boxing, hockey, judo, taekwondo, fencing, cycling, archery, football, sepak takraw, wushu, canoeing and kayaking or rowing, diving, gymnastics and athletics.
Selected sportspersons are expected to be attached to designated police units or battalions to facilitate coaching, training and preparation for national and international competitions.
The initiative is aimed not only at providing athletes with stable career opportunities but also at strengthening Manipur Police sports teams and state contingents. The scheme also proposes a structured redeployment mechanism to ensure that the promotional avenues of regular police personnel remain protected.
Broader Push for Governance and Welfare
The Cabinet decisions reflect a wider focus on administrative reform, economic regulation, public service delivery and employment opportunities.
Alongside the three Bills and public service reforms, the Cabinet also approved the Women Empowerment (WE)-Manipur Scheme, which is expected to benefit around 3.5 lakh women belonging to recognised Self-Help Groups. Eligible beneficiaries will receive a ₹10,000 grant in the first year, followed by interest-free loans in the second and third years.
With the Assembly session approaching, the latest Cabinet decisions are expected to form an important part of the government’s legislative and policy agenda. The measures combine regulatory changes with digital public service delivery, welfare support and structured employment opportunities for the state’s sporting talent.
