Mizoram oil depot plans have gained fresh momentum as the state government steps up discussions with Indian Oil Corporation Limited (IOCL) to establish a dedicated fuel storage facility. At the same time, Mizoram is pursuing faster progress in oil and natural gas exploration, with Chief Minister Lalduhoma seeking renewed activity in hydrocarbon exploration across the state.
The developments are part of a broader effort to strengthen Mizoram’s energy security, reduce dependence on fuel transported from outside the state and improve the reliability of petroleum and gas supplies.
Mizoram oil depot plans move forward
The Mizoram government has intensified efforts to establish an oil depot after a meeting chaired by Chief Minister Lalduhoma on August 18 to review the feasibility and requirements of the project.
Food, Civil Supplies and Consumer Affairs Minister B Lalchhanzova, Chief Secretary Khilli Ram Meena, Finance Commissioner Vanlaldina Fanai, Law and Judicial Secretary T L Guite and senior officials attended the meeting. Representatives of the All Mizoram Petroleum Dealers’ Association also participated.
Officials have been working to identify land that meets IOCL’s requirements. The state government has also indicated that it is prepared to provide land and address other requirements needed to move the project ahead.
The government plans to approach the Centre and the North Eastern Council (NEC) for support and has also proposed studying oil depot systems in neighbouring states to identify suitable practices for Mizoram.
Why the oil depot is important for Mizoram
Mizoram depends heavily on road-based fuel supplies from outside the state. This makes the supply chain vulnerable to heavy rainfall, landslides, poor road conditions, strikes and other disruptions.
Officials have noted that petrol pumps in the state can store fuel for only a limited period. As a result, interruptions in transportation can quickly lead to shortages and long queues at filling stations.
The proposed Mizoram oil depot is therefore being viewed as an important infrastructure project for ensuring more stable fuel availability.
Earlier plans had focused on locating the facility near Sairang railway station. In 2025, the state government said IOCL had shortlisted land for the proposed depot, with the facility expected to eventually benefit from the Bairabi-Sairang broad-gauge railway connection.
The latest push suggests the government is now seeking to overcome remaining land, infrastructure and coordination issues and move towards implementation.
Oil and gas exploration to get fresh momentum
Alongside fuel infrastructure, Mizoram is also seeking faster progress in hydrocarbon exploration.
In February 2026, Chief Minister Lalduhoma said the state government was regularly following up with stakeholders to accelerate exploration for oil and natural gas beneath Mizoram. He also said the state was working to develop its renewable energy potential as part of a wider energy strategy.
The state has previously recorded a natural gas discovery at Meidum in Kolasib district. The Union petroleum ministry informed Parliament in 2023 that ONGC had notified a hydrocarbon gas discovery there in 2012, although its commerciality had not been established at that time.
More recently, Lalduhoma has sought faster follow-up on exploration activity, including work around the Meidum area and other prospective locations.
Gas supply infrastructure also expanding
Mizoram’s energy plans extend beyond petroleum storage and exploration. Work is also progressing on domestic gas pipeline connectivity to Aizawl, with the network being developed from neighbouring Tripura.
The state is also upgrading the Mualkhang LPG bottling plant. The facility is expected to strengthen the availability of cooking gas and improve the state’s ability to meet growing demand.
These measures are being pursued as Mizoram’s energy consumption continues to grow. According to Petroleum Planning and Analysis Cell data cited by officials, the state consumed 119.20 thousand metric tonnes of diesel, 58.83 thousand metric tonnes of petrol and 34.6 thousand metric tonnes of LPG in 2024-25. Mizoram has 115 petrol pumps, 60 LPG distributors and more than 4.22 lakh registered vehicles.
Balancing hydrocarbons with green energy
The state government has also stressed that greater exploration of oil and gas should not come at the expense of environmental priorities.
Lalduhoma has highlighted India’s dependence on imported energy and called for more responsible consumption of non-renewable resources. Alongside hydrocarbon exploration, the government is examining opportunities in renewable energy.
For Mizoram, the immediate priority remains building a more dependable energy supply network. A dedicated Mizoram oil depot, improved LPG infrastructure, gas pipeline connectivity and renewed exploration could collectively reduce supply vulnerabilities while supporting the state’s growing energy needs.
The government’s latest discussions with IOCL indicate that efforts to establish the depot are moving ahead, while renewed attention to oil and gas exploration could determine whether Mizoram can make better use of its potential domestic energy resources in the years ahead.
