Rural development schemes in Manipur’s Churachandpur district came under review as officials from the Ministry of Rural Development (MoRD) assessed the implementation of key programmes and the district’s preparedness for the rollout of the Vibrant Gram Sabha–Empowered Village (VB-GRAM-G) initiative. The review focused on employment generation, pending works, digital monitoring, wage payments and the delivery of rural infrastructure and livelihood support.
MoRD reviews rural development schemes in Churachandpur
The review was led by Ramavatar Meena, Director of the Department of Rural Development under the Ministry of Rural Development, during his visit to Churachandpur on July 8, 2026. A review meeting was held at the Mini-Secretariat in Tuibong, where officials assessed the district’s performance under various rural development programmes.
Jameson Sehlal Hangsing, Project Director of the District Rural Development Agency (DRDA), presented an overview of the district’s implementation status. The assessment covered person-days generated under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), incomplete works, Yuktdhara monitoring and e-KYC coverage across the district’s 12 development blocks.
The review comes as the Centre and Manipur administration focus on improving the delivery and monitoring of rural welfare programmes at the grassroots level.
Focus on employment, wages and project monitoring
During interactions with Block Development Officers and field officials, Meena reviewed several implementation challenges affecting rural programmes. These included attendance recording, timely payment of wages and monitoring of ongoing works.
The discussions highlighted the need for stronger coordination between district authorities, block-level officials and village-level institutions. Effective monitoring is particularly important for ensuring that approved projects are completed on schedule and that beneficiaries receive the intended benefits.
Meena also stressed the importance of preparing Viksit Gram Panchayat Plans (VGPPs) through village panchayats. These plans are expected to play an important role in identifying and prioritising works based on local needs.
The emphasis on local planning reflects the broader objective of making rural development programmes more responsive to conditions on the ground.
Digital monitoring gains importance
Technology and digital monitoring were also part of the review. The district’s e-KYC coverage and Yuktdhara monitoring were among the areas examined by the officials.
Yuktdhara is used for geospatial planning and monitoring of rural development works. Such digital systems can help authorities track projects, improve transparency and identify implementation gaps.
Official data also shows continuing rural development activity in Churachandpur. Under the Watershed Development Component of the Pradhan Mantri Krishi Sinchayee Yojana, the district recorded additional irrigation coverage of 11 hectares in 2025-26 and 17.6 hectares in 2026-27 as of the latest available September 2026 data.
VB-GRAM-G rollout remains a key priority
A major focus of the visit was Churachandpur’s preparedness for the VB-GRAM-G initiative under the Viksit Bharat 2047 vision.
The initiative aims to strengthen rural livelihoods through durable community assets linked to areas such as water security, rural infrastructure, livelihood generation and climate resilience. Officials were asked to ensure that the benefits of the new framework are visible to rural communities.
The new framework also raises the annual wage employment guarantee from 100 to 125 days for eligible rural households, with works planned through Gram Sabha-approved Viksit Gram Panchayat Plans.
For Churachandpur, effective preparation will be important because implementation will require coordination across its 12 development blocks and village-level institutions.
Officials inspect ongoing works
Following the review meeting, Meena visited ongoing development works at Headquarter Veng, Rengkai village and Bethel village. He interacted with officials and Village Council leaders during the field inspection.
The visit provided an opportunity to examine the progress of projects beyond administrative reports and review implementation at the ground level. Meena called for close coordination among stakeholders to ensure that rural development programmes are implemented effectively.
Churachandpur’s rural development efforts also include watershed-related activities. Government data shows that 32 water-harvesting structures were constructed or revived in the district during 2025-26, with one more recorded during 2026-27 in the latest available figures.
Strengthening delivery at the grassroots
The review of rural development schemes in Churachandpur underscores the importance of combining employment support, infrastructure creation, livelihood promotion and digital monitoring. With the VB-GRAM-G rollout approaching, officials face the task of translating policy objectives into visible improvements for rural households.
The focus on timely wages, completion of pending works, accurate attendance records and stronger village-level planning is expected to remain central to implementation. Continued field inspections and coordination between MoRD, district authorities and local institutions could help address bottlenecks and improve delivery across Churachandpur’s rural areas.
