Sikkim GLOF preparedness has gained renewed attention as the state steps up efforts to strengthen monitoring, early-warning systems and disaster response mechanisms amid growing concerns over glacial lake outburst floods (GLOFs) in the Himalayan region. The latest review comes days after the Centre held a high-level meeting with Himalayan states, including Sikkim, to assess preparedness against GLOFs and snow avalanches.
Sikkim GLOF preparedness under closer review
Sikkim Chief Secretary R. Telang has been closely involved in the state’s disaster management and preparedness framework, with the administration focusing on coordination between departments, scientific agencies and emergency response teams. The latest push follows renewed concern over climate-related hazards and the continuing expansion and vulnerability of glacial lakes in the Himalayan region.
A major national-level review chaired by Union Home Secretary Govind Mohan on September 3 brought together the Chief Secretaries and State Disaster Management Authorities of Uttarakhand, Himachal Pradesh, Sikkim, Arunachal Pradesh and Jammu and Kashmir. Officials from the Ministry of Home Affairs, National Disaster Management Authority (NDMA), Central Water Commission (CWC), India Meteorological Department (IMD) and Defence Geoinformatics Research Establishment (DGRE) also participated.
The discussions focused on continuous monitoring of vulnerable glacial lakes, identifying high-risk areas and potential flood flow paths, improving warning dissemination and strengthening evacuation preparedness.
Focus on early warning and scientific monitoring
For Sikkim, scientific assessment remains central to its disaster risk reduction strategy. The state’s Department of Science and Technology was designated as the nodal department for GLOF hazard assessment and risk mitigation studies in February 2025.
The department has been conducting scientific studies, field investigations and continuous monitoring of glacier systems and glacial lakes. It is also working on lake-specific mitigation measures designed to reduce the potential impact on downstream communities.
A recent media sensitisation workshop in Gangtok further highlighted the importance of communicating verified scientific information to the public. Officials stressed that stronger public awareness can help counter speculation and ensure that communities understand both the risks and the measures being taken by authorities.
40 high-risk glacial lakes identified
The urgency surrounding Sikkim GLOF preparedness has increased following assessments identifying 40 high-hazard glacial lakes in the state. Of these, 16 have been placed in the highest-risk Category A, while others have been classified into lower risk categories or remain unclassified.
The assessment has placed particular attention on vulnerable locations in North Sikkim. Shako Chho has been identified among the most concerning lakes, with mitigation proposals being considered as part of broader efforts to reduce downstream risks.
Lessons from the 2023 South Lhonak disaster
Sikkim’s preparedness measures are strongly shaped by the devastating South Lhonak Lake GLOF of October 2023. The disaster caused extensive damage across the Teesta basin, affecting lives, infrastructure and the state’s tourism sector.
The experience exposed the need for stronger warning systems, coordinated evacuation plans and resilient infrastructure. Since then, Sikkim has expanded disaster-management training, scientific monitoring and multi-agency exercises.
In November 2025, a statewide multi-hazard mock drill covering all six districts simulated earthquakes, landslides and GLOF scenarios. Chief Secretary R. Telang monitored the exercise from the SSDMA Control Centre, while multiple agencies, including the Army, NDRF, CRPF, ITBP, SSB and BRO, participated.
The exercise also tested communication systems, emergency camps, search-and-rescue operations and the dissemination of alerts through the Common Alerting Protocol.
Moving from response to prevention
The latest national review has reinforced the need for Himalayan states to move beyond response-based disaster management towards prevention, mitigation and community-level preparedness. The Centre has also called for faster implementation of GLOF mitigation projects sanctioned in 2024.
For Sikkim, this approach means combining satellite and remote-sensing data with ground-level monitoring, evacuation planning and public awareness. Better coordination between state departments, district administrations and scientific institutions is also expected to improve the speed and accuracy of emergency decisions.
The state has already taken steps to build local capacity. Disaster-management volunteers and officials have undergone training, while mock exercises have been used to identify gaps in communication, logistics and emergency response.
Building a more resilient Himalayan state
The renewed emphasis on Sikkim GLOF preparedness reflects the state’s growing recognition that disaster risk cannot be addressed only after an event occurs. Continuous monitoring, reliable early warnings, clear evacuation routes and informed communities are essential for reducing casualties and protecting infrastructure.
With Sikkim remaining vulnerable to glacial hazards, landslides, earthquakes and extreme weather, the administration’s challenge will be to turn scientific assessments and preparedness plans into sustained action on the ground. The latest focus on preventive mitigation and inter-agency coordination signals a stronger effort to protect communities before the next major Himalayan disaster strikes.
