Govt balancing new recruitment with interests of employees, pensioners: Tripura CM

Tripura Chief Minister Prof Dr Manik Saha said the state government is balancing new recruitment with its financial responsibilities towards serving employees and pensioners.

Saha made the statement on September 17 while responding to concerns over the recruitment of Teacher Eligibility Test (TET) qualified candidates.

The Chief Minister said the government remains committed to creating employment opportunities. At the same time, it must meet its existing financial obligations towards government employees and pensioners.

His remarks came amid demands from TET-qualified candidates for progress in the recruitment process. The issue has remained a matter of concern for candidates awaiting appointments.

Government Monitoring TET Recruitment

Saha said he had instructed the concerned department to examine the TET recruitment issue.

He urged TET aspirants to avoid what he described as unnecessary activities and said the government was monitoring the recruitment process.

The Chief Minister said eligible candidates would receive opportunities against available vacancies. He also rejected the suggestion that the government was simply delaying recruitment despite having vacancies.

The government has therefore linked recruitment to the availability of sanctioned vacancies and its broader administrative and financial position.

Around 21,000 to 22,000 Employment Opportunities Created

Saha said the state government had already created around 21,000 to 22,000 employment opportunities.

He said a significant share of these opportunities came from the education sector. The government has used different recruitment mechanisms to expand employment opportunities.

These include regular appointments, outsourcing and contractual engagements. The Chief Minister said recruitment through these different routes forms part of the state’s approach to addressing employment needs.

The figures cited by Saha cover employment opportunities created by the government. They do not mean that all positions were filled through one recruitment exercise.

Financial Constraints Affect Recruitment

The Chief Minister also pointed to the state’s financial constraints.

He said the government must balance fresh recruitment with its responsibilities towards existing employees and pensioners. These responsibilities include salaries, Dearness Allowance (DA) for serving employees and Dearness Relief (DR) for pensioners.

Saha said the government continues to take steps despite financial limitations. He also said there was not much gap in the payment of DA.

The comments highlight the financial considerations that accompany decisions on expanding government employment.

Recent Cabinet Decisions Add New Posts

The state’s recruitment plans also include several recently approved positions.

In August, the Tripura Cabinet approved the creation of 305 new posts and recruitment of 1,177 personnel across different departments.

The largest component involved the recruitment of 916 police constables under the Home Department. The approved recruitment also included 219 Lower Division Clerks under the Health and Family Welfare Department.

These decisions indicate that recruitment continues in selected departments where the government has identified manpower requirements.

The recruitment process for the approved posts will follow the procedures prescribed for the respective departments.

TET Aspirants Await Recruitment

TET-qualified candidates have been seeking appointments against available teaching vacancies.

Reports on September 17 said around 1,856 candidates who qualified the 2024 TET had been seeking progress in the recruitment process.

Another report said the government was examining the recruitment process and had instructed officials to take necessary steps.

The Chief Minister has maintained that eligible candidates will receive opportunities through the recruitment process.

The issue has also led to public demands for faster action. Candidates have raised concerns over the time taken between qualifying the examination and receiving appointments.

Government Employment Remains a Major Issue

Government employment has traditionally played an important role in Tripura’s labour market. Saha acknowledged the state’s relatively high dependence on government jobs while discussing the recruitment issue.

He urged job aspirants to understand the financial and administrative constraints involved in government recruitment.

At the same time, the government has continued to announce recruitment in departments where it has identified vacancies and manpower requirements.

This creates two parallel priorities for the administration. The government needs to provide employment opportunities while maintaining its financial commitments to its existing workforce and pensioners.

Digital Services for Employees and Pensioners

Tripura has also taken steps to improve services for its existing government employees and pensioners.

Earlier in September, the state launched four NextGen Human Resource Management System modules. These include e-Service Book, e-Leave, e-Salary and e-Pension.

The system allows employees to access service records, leave information, salary details and pension-related information online. It also supports digital processing of claims and service records.

The e-Pension system aims to improve the processing and tracking of pension-related claims. The e-Service Book also maintains records related to recruitment, transfers, promotions and salary fixation.

Balancing Jobs With Existing Commitments

The recruitment debate has highlighted the financial choices facing the Tripura government.

On one side, job seekers are seeking appointments against available vacancies. On the other, the government must continue funding salaries, DA, pensions and DR for its existing workforce and retired employees.

Saha said the government intends to address both sets of responsibilities.

He reiterated that recruitment would continue against available vacancies while the government protects the interests of serving employees and pensioners.

Recruitment Process Expected to Continue

The Tripura government is continuing recruitment through regular appointments, contractual arrangements and other mechanisms.

Recent Cabinet approvals have also added new recruitment opportunities in areas such as police and healthcare. At the same time, the government is reviewing pending recruitment matters, including those involving TET-qualified candidates.

The Chief Minister’s latest statement places recruitment within the wider financial responsibilities of the state government.

For job aspirants, the immediate focus remains on vacancies and recruitment schedules. For the government, the challenge involves creating new employment opportunities while meeting its continuing commitments to employees and pensioners.

Saha said the government would continue taking steps on recruitment despite financial constraints and would protect the interests of the existing workforce and pensioners.
