The Jammu and Kashmir administration has reviewed a comprehensive Data Management Strategy aimed at transforming public service delivery through a secure, interoperable, and citizen-centric digital governance ecosystem. The high-level meeting, chaired by Chief Secretary Atal Dulloo, focused on creating a unified framework for managing and sharing government data to improve efficiency, transparency, and the delivery of welfare schemes and public services.
The proposed initiative seeks to enable government departments to securely access authenticated information through authorised digital platforms, eliminating the need for citizens to repeatedly submit the same documents while applying for different government services. Officials said the strategy is expected to streamline administrative processes and enhance coordination among departments.
Citizen-Centric Digital Governance
Reviewing the proposed framework, Chief Secretary Atal Dulloo emphasised that effective governance in the digital era depends on the availability of authentic, standardised, and secure data. He observed that while various government departments generate large volumes of valuable information, its full potential can only be realised through a common governance framework that allows secure sharing across departments.
He reiterated that the government’s objective is to create a citizen-friendly system where authenticated information, once submitted to the government, can be securely reused by authorised departments for delivering eligible services without repeatedly burdening citizens with document submissions.
Integrated Data-Sharing Framework
The proposed Data Management Strategy envisions an integrated digital ecosystem that promotes secure sharing and harmonisation of government data across departments.
Officials explained that such a framework would improve inter-departmental coordination, eliminate duplication of records, reduce administrative delays, and enable faster processing of applications for welfare schemes and public services.
The initiative is also expected to support evidence-based policymaking by ensuring that departments have access to reliable and updated information when making administrative decisions.

The administration reaffirmed its commitment to maintaining high standards of cybersecurity and data governance as digital services continue to expand.

The review meeting was attended by senior officials from several departments, including the Planning, Development and Monitoring Department, J&K Bank, Directorate of Economics and Statistics, the National Informatics Centre (NIC), and other concerned government agencies.
Officials discussed the institutional framework required for implementing the strategy and explored ways to strengthen collaboration among departments responsible for data management and digital governance.

The administration believes that a well-structured data management system will improve governance by enabling faster decision-making, increasing transparency, and ensuring more efficient implementation of government programmes.
