The Manipur government remains firmly committed to eliminating the drug menace through coordinated and sustained efforts involving law enforcement agencies, government departments, and local communities, Chief Minister N. Biren Singh has said. Reaffirming the state’s zero-tolerance approach towards narcotics, the Chief Minister stated that the fight against drugs continues to be one of the government’s highest priorities as it seeks to protect the youth, strengthen public safety, and ensure a healthier future for the state.
Addressing the issue, the Chief Minister emphasised that tackling drug trafficking and substance abuse requires a comprehensive strategy combining strict enforcement, preventive measures, rehabilitation, public awareness, and inter-agency coordination. He noted that significant progress has already been made under the state’s anti-drug campaign, but sustained efforts remain essential to completely eradicate the menace.
The government, he said, is determined to continue strengthening its “War on Drugs” campaign through coordinated action at every level.
Multi-agency coordination central to anti-drug campaign
The Chief Minister highlighted that the success of the state’s anti-drug initiatives depends on effective coordination among multiple agencies, including the Manipur Police, central security forces, customs authorities, forest officials, district administrations, and other enforcement organisations.
He stated that intelligence sharing, joint operations, and regular communication between departments have significantly improved the state’s ability to intercept narcotics, dismantle trafficking networks, and prevent illegal cultivation of prohibited crops.
Officials continue to work together to identify vulnerable areas, monitor trafficking routes, and strengthen surveillance along sensitive border regions.
The coordinated approach has enabled authorities to respond more effectively to organised drug-related crimes across the state.
“War on Drugs” campaign continues
The Chief Minister reiterated the government’s commitment to its flagship “War on Drugs” campaign, which has remained a major policy initiative aimed at combating narcotics production, trafficking, and abuse.
Since its launch, the campaign has focused on destroying illegal poppy cultivation, conducting large-scale anti-narcotics operations, strengthening border security, and increasing public awareness regarding the harmful effects of drugs.
Officials stated that regular enforcement drives have resulted in numerous seizures of narcotics, destruction of illegal cultivation, and arrests of individuals allegedly involved in drug trafficking.
The government believes that sustained implementation of the campaign is essential for safeguarding future generations from the social and economic consequences of substance abuse.
Protecting youth remains a key priority
The Chief Minister emphasised that protecting young people from drug addiction remains one of the government’s foremost objectives.
He observed that substance abuse not only affects individuals and families but also undermines education, employment, public health, and long-term social development.
The government has therefore placed special emphasis on awareness programmes in educational institutions, community outreach initiatives, and campaigns encouraging young people to stay away from narcotics.
Officials believe that preventing drug addiction among youth is equally important as enforcing laws against traffickers.
The administration continues to work with educational institutions, community leaders, and civil society organisations to strengthen preventive efforts.
Crackdown on drug trafficking networks
The government has intensified its campaign against organised drug trafficking networks operating within and across Manipur.
Security agencies have increased surveillance, conducted intelligence-based operations, and strengthened monitoring along routes frequently used for narcotics transportation.
Officials stated that the objective extends beyond intercepting individual consignments to dismantling entire criminal networks involved in financing, transporting, and distributing narcotic substances.
Investigations continue to focus on identifying key operatives, disrupting supply chains, and preventing traffickers from exploiting the state’s strategic location.
Authorities reiterated that strict legal action will be taken against everyone found involved in narcotics-related offences.
Rehabilitation and awareness remain important
While emphasising strong enforcement, the Chief Minister also highlighted the importance of rehabilitation and social reintegration for individuals affected by substance abuse.
The government continues to support rehabilitation centres, counselling programmes, and awareness campaigns aimed at helping individuals recover from addiction and return to productive lives.
Officials noted that community participation plays an important role in identifying vulnerable individuals, encouraging treatment, and reducing the social stigma associated with rehabilitation.
The administration believes that long-term success in combating drug abuse requires both strict law enforcement and compassionate rehabilitation measures.
Border management strengthened
Given Manipur’s geographical location along the international border, the government continues to strengthen border management to prevent cross-border narcotics trafficking.
Security forces have increased patrols, surveillance, and intelligence gathering in sensitive border areas while coordinating closely with central agencies responsible for border security.
Officials stated that improved border vigilance has contributed significantly to recent anti-drug operations and has enhanced the state’s ability to detect illegal cross-border movement of narcotics.
The government continues to invest in technology, intelligence, and manpower to further strengthen border security.
Community participation encouraged
The Chief Minister called upon citizens to actively support the government’s anti-drug campaign by remaining vigilant and reporting suspicious activities related to narcotics.
He stated that public cooperation is essential for identifying illegal drug activities, preventing addiction among young people, and strengthening community resilience.
Village authorities, local organisations, educational institutions, religious bodies, and civil society groups have been encouraged to participate in awareness campaigns and preventive initiatives.
Officials believe that a strong partnership between government agencies and local communities can significantly improve the effectiveness of anti-drug efforts.
Commitment to a drug-free Manipur
Reaffirming the government’s long-term vision, the Chief Minister said the administration remains fully committed to creating a drug-free Manipur through sustained policy measures and coordinated enforcement.
He emphasised that every department will continue working together to eliminate drug trafficking, reduce substance abuse, strengthen rehabilitation services, and protect future generations.
The government also plans to continue reviewing anti-drug strategies regularly to ensure that enforcement measures remain effective against evolving trafficking methods.
Officials expressed confidence that continued public support and institutional cooperation will strengthen the state’s fight against narcotics.
Government reinforces zero-tolerance approach
The Manipur government’s renewed commitment to eliminating the drug menace reflects its continued focus on protecting society through coordinated enforcement, preventive education, rehabilitation, and community participation. By strengthening cooperation among security agencies, intensifying the “War on Drugs” campaign, and promoting greater public awareness, the administration aims to address both the supply and demand aspects of the narcotics problem.
As anti-drug operations continue across the state, the government remains determined to dismantle trafficking networks, safeguard the youth, and build a healthier and more secure future for Manipur. Officials believe that sustained collaboration between government institutions, security forces, and local communities will remain the key to achieving the long-term goal of a drug-free state.
