Manipur has launched the Holistic Progress Card (HPC) for secondary-stage students and an Integrated Test Management System (ITMS) to strengthen school education under the National Education Policy (NEP) 2020.
The Council of Higher Secondary Education, Manipur (COHSEM), formally launched the two initiatives at a programme held at Classic Grande in Imphal on Thursday.
The initiatives are being implemented under the guidance of PARAKH-NCERT, New Delhi. They aim to move student assessment beyond conventional examination scores and promote competency-based learning.
Holistic Progress Card to Begin in 46 Schools
The Holistic Progress Card will initially be introduced in 46 schools across Manipur through a phased rollout.
Developed under the NCERT-PARAKH framework, the HPC seeks to provide a comprehensive picture of students’ academic progress and overall development.
Unlike conventional report cards that primarily focus on examination marks, the new system adopts a 360-degree assessment approach.
It will form part of formative and continuous assessment at the secondary stage.
However, the existing Higher Secondary Education examination conducted by COHSEM will continue under the summative assessment framework.
360-Degree Assessment to Track Student Development
The new progress card will assess several aspects of a student’s development.
These include self-assessment, time management, future plans, aspirations, skills and competencies.
It will also consider project work, classroom participation, interaction and engagement in online and other learning activities.
The approach aims to help teachers understand students’ strengths, learning needs and areas requiring improvement.
It also encourages students to take greater responsibility for their learning and development.
The framework aligns with NEP 2020’s emphasis on holistic education rather than relying solely on rote learning and examination performance.
Digital Test Management System to Strengthen Examinations
The Integrated Test Management System is a digital platform designed to create and manage a competency-based question bank.
The system aims to improve the quality of summative examinations by aligning assessment practices with the objectives of NEP 2020.
COHSEM said the platform was developed and implemented in-house by its Information Technology team.
It follows the PARAKH Taxonomy, which provides a structured framework for developing, managing and using competency-based assessment questions.
The platform is expected to support a more systematic approach to question development and examination management.
Manipur Among Early Adopters of ITMS
According to COHSEM, Manipur is among the early adopters of the Integrated Test Management System in the country.
It is also one of the first smaller state education boards to adopt the platform.
The initiative reflects the state’s efforts to integrate digital tools into assessment practices and strengthen education quality.
By introducing a structured question bank, the system seeks to support examinations that assess students’ understanding and application of knowledge.
Th Radheshyam Singh Calls for Engaging Schools
Addressing the programme, Manipur government spokesperson and MLA Th Radheshyam Singh called for making schools more attractive and engaging for students.
“Let us make school a place of attraction,” he said.
He stressed the importance of discipline, respect and innovative teaching methods.
Radheshyam also called for greater emphasis on activity-based learning. He encouraged teachers to treat students’ mistakes as opportunities for learning rather than focusing only on conventional homework and classroom instruction.
“Love your profession and do your job with passion,” he said, highlighting the important role teachers play in supporting students.
Education Officials Attend Launch
The programme was attended by Th Radheshyam Singh, Commissioner (Education) Ningthoujam Geoffrey and COHSEM Chairman Takhellambam Ojit Singh.
Professor Indrani Bhaduri, CEO and Head of PARAKH, NCERT, New Delhi, joined the programme online.
The launch marks another step in Manipur’s efforts to implement assessment reforms under NEP 2020.
With the introduction of the Holistic Progress Card and digital test management platform, the state aims to strengthen continuous evaluation, competency-based examinations and student-centred learning.
