Bana Kaih 3.0 has expanded Mizoram’s flagship Handholding programme with a proposed foreign placement loan aimed at helping young people secure employment opportunities abroad. Chief Minister Lalduhoma launched the third phase of the scheme in Aizawl on September 18, 2026, while outlining a broader focus on agriculture, entrepreneurship, infrastructure and livelihood support.
The new phase comes as the state government seeks to improve access to institutional credit and strengthen income opportunities for different sections of the population. The proposed foreign placement loan is particularly aimed at youths who face difficulties obtaining bank finance when pursuing jobs outside Mizoram.
Bana Kaih 3.0 to support overseas employment
The proposed Foreign Placement Loan is one of the key new areas highlighted during the launch. Lalduhoma said many young people seeking employment outside Mizoram struggle to access institutional loans, creating a financial barrier to pursuing job opportunities.
Under the proposed component, eligible youths could receive financial assistance for expenses linked to securing employment abroad. However, the government is still considering the mechanism, and details such as eligibility, loan limits and implementation procedures have not yet been announced.
The move adds an employment-oriented dimension to a scheme that has largely focused on agriculture, small businesses, credit support and livelihood projects.
Loans and guarantees remain central
The third phase continues the scheme’s emphasis on improving access to affordable institutional finance. The government has highlighted interest-free loans supported by 100 per cent interest subvention, along with government-backed bank guarantees.
Under the existing loan component, eligible beneficiaries can access project loans through partner banks. The scheme’s handholding structure also provides assistance to entrepreneurs and farmers who may otherwise face difficulties securing institutional credit.
Officials said the first two phases covered 7,275 beneficiaries under the Chief Minister’s Special Package. Assistance worth Rs 33.51 crore was provided to 5,368 families. Banks have also sanctioned Rs 46.37 crore to 509 of 823 selected prospective progress partners, while applications from the remaining 314 selected beneficiaries were still awaiting sanction.
Agriculture remains a major priority
While youth employment is gaining attention, Bana Kaih 3.0 also retains a strong agricultural focus. The state has allocated Rs 350 crore for the scheme during the 2026-27 financial year, including Rs 150 crore specifically for procuring five key crops, among them ginger, turmeric and broomsticks.
The ginger support-price programme has already provided significant assistance to farmers. As of September 8, the government had paid Rs 50.68 crore to 11,655 farming families under the programme. In 2025, payments under the initiative reached Rs 140.84 crore for 22,155 farmers.
The government has also encouraged organic and permanent farming as part of efforts to reduce dependence on chemical fertilisers brought into Mizoram from outside the state.
New projects expand the scheme
The latest phase goes beyond loans and agricultural procurement. Projects being implemented under the wider Handholding programme include a turmeric processing industry at Luangmual, a ginger processing unit at Sairang, the Chief Minister’s Innovation Challenge and the Mizoram Handholding Venture Capital Fund.
Other initiatives include procurement of solar dryers and slicing machines, wheat and maize contract farming, and drying sheds and hay-making facilities at the Animal Husbandry and Veterinary Farm in Thenzawl.
These projects are designed to connect financial assistance with production, processing, innovation and market-linked activities.
Rehabilitation plan for failed projects
The government is also considering a rehabilitation mechanism for beneficiaries whose projects have failed because of circumstances beyond their control. Lalduhoma stressed that closer monitoring would be necessary, noting that inadequate follow-up had contributed to the failure of some projects.
He urged beneficiaries to cooperate with implementing departments and partner banks to improve project management and repayment performance. Officials have also pointed to progress in loan repayment among beneficiaries as the scheme moves into its third phase.
Applications open for the third phase
Applications for Bana Kaih 3.0 can be submitted online through the official Handholding portal. Applicants who cannot apply online can approach the offices of the Deputy Commissioner, Sub-Divisional Officer or Block Development Officer, where designated personnel are available to provide assistance.
The government has also established a dedicated helpline at 8119-019-900 for information and application-related support. No fee is required to submit an application.
With the third phase, Mizoram is widening the scope of its Handholding initiative from farm and business finance to employment, infrastructure and rehabilitation. The proposed foreign placement loan could become an important new component if the government finalises the framework, particularly for youths seeking opportunities beyond the state.
